Decentralization and Spatial Inequality

Prof. Warner and her Local Government Restructuring Lab conduct sophisticated spatial models to show the importance of state-level policy, and differential impacts across rural and urban communities. In contrast to the efficiency claims of decentralization theory, we find decentralization leads to more spatial inequality.
