Preemption of Local Authority

States are preempting local authority in finance and policy. Tax and expenditure limitations squeeze local revenue and policy preemption limits local government ability to protect community wellbeing, regulate new markets and ensure local environmental review. Prof. Warner’s team is active in national coalitions of scholars exploring these issues.
