Reimagining Local Government Support for Family Caregiving

Family caregiving sustains the health, dignity, and daily functioning of millions of older adults and people with disabilities across the United States. Yet most caregiving remains invisible and unsupported—especially in small towns and rural counties with limited budgets and fragmented services.  This project, developed for ICMA’s Local Government Reimagined initiative, reframes caregiving as essential local infrastructure. Through a care-centered governance lens, we identify how small municipalities can strengthen caregiving ecosystems across housing, mobility, service access, funding, and cross-sector coordination. The project delivers a set of actionable case studies and a practical toolkit to help local leaders build equitable, age-friendly, and resilient communities.
