Paths of Participation: A Stepwise Framework for Better Planning Conversations responds to the challenge of facilitating meaningful engagement in complex planning contexts to work towards livability for all. The report introduces the Identify–Invoke–Involve framework, which reframes participation as an active, intentional process rather than a procedural requirement. Using universal entry points such as aging and livability, the framework helps planners identify missing voices, invoke overlooked perspectives, and involve participants in more inclusive and productive dialogue. Through adaptable, time-conscious activities, the report supports collaborative problem-solving and aims to advance planning outcomes that promote livability for all.
