Zoning and municipal planning have long shaped who has access to opportunity, safety, and belonging in our communities. Historically, these tools have often reinforced exclusion along the lines of race, gender, sexuality, income, age, and ability. At the same time, planners and communities continue to use planning tools in creative and adaptive ways to expand access, representation, and inclusion.

Planning for Equity in Action emerges from a collaborative project between graduate researchers at Cornell University’s Department of City & Regional Planning, the APA Women & Planning Division, and the APA LGBTQ+ & Planning Division. This project examines how planners use zoning, policy language, and engagement strategies to advance equity for historically marginalized groups, often in quiet, strategic, and context-specific ways.
