A zoning atlas initiated at Cornell University, expanding collaboration to external partners.

The Legal Constructs Lab is supporting the creation of a New York Zoning Atlas.

This statewide atlas, initiated in 2022, is being built out using the National Zoning Atlas methodology.  Other institutional team members include the Regional Plan Association, the New York State Department of Homes and Community Renewal, the University of Buffalo, and Fordham University School of Law, with support from the Cornell University Center for Cities, the Rauch Foundation, and the Mercatus Center at George Mason University.

The atlas is gathering relevant information about zoning, and particularly zoning’s constraints on housing, across hundreds of zoning jurisdictions in New York state.  This data will enable New York policymakers and advocates to meaningfully engage in ongoing conversations around land use reform.
